What can I do to get my watch to pair?

So I have the iPhone 7 and I just got a watch series 3 but when I go to pair the watch to my phone it will not pair because it says my phone needs an update. When I hit update it takes me to my settings and it tells me there isn’t an update for my iPhone. What can I do to get my watch to pair?

Watch will not pair! needs update. I am trying to pair my watch with my phone and it says that i need to update the watches software. Although then it says i need to update my phone to the latest update before i can update the watch. BUT, my phone is UP TO DATE. It wont let me get past this step.

Update your iPhone to iOS 13.2.3, read here: Update your iPhone, iPad, or iPod touch – Apple Support
pair your iPhone to your Watch, read here: Set up and pair Apple Watch with iPhone - Apple Support
If your Watch is not running watchOS 6.1, you can update the watchOS.

Yes, but my phone is NOT showing that my iPhone needs an update. I know how to set up the watch. I have the series 1.
