My ipad is iOS 9.3.5 & has no software updates. Then i plug into my PC & go to itunes & check for update it says there is no update. This is incorrect, the latest ios should be ios12 - how do i force an update?

If your iPad will not update past 9.3.5 then you have either an iPad 2, iPad (3rd generation), or iPad mini (1st generation). These iPad models do not support any system version newer than 9. You cannot update your iPad any further. If you need to use software that requires a newer system software version then you will need to purchase a newer iPad model.

Not any longer.

While Netflix is still supporting all of their older iOS versions of their app, Netflix has prevented these versions from being obtained from the iOS App Store, any longer.

Older iPads, like yours, that are nearing 7, 8 and 9-years old, as of the beginning of 2019, are no longer supported by third party app developers.

You want Netflix on an iPad you need an iPad Air 1 or newer, an iPad Mini 2 or newerr, 5th gen iPad or newer or a 1st gen iPad Pro or newer.
