How to restore disabled iPhone?

my daughter has disabled her phone and I have borrowed a laptop and followed the instructions but it will not restore

Did you use this link and follow the directions EXACTLY --> If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
