I see from your post that after upgrading to macOS Catalina, you're no longer able to access the Mac App Store.
What exactly happens when you try to access it?
Do you receive any error messages? If so, what does the error say exactly?
Check out this Apple Support article called If you can't connect to the App Store, iTunes Store, or Apple Books and try the steps provided on your Mac.

The problem was/is if my VPN is active access is denied. Disconnecting the VPN allows access.
