I followed the steps here

https://discussions.apple.com/thread/250016700?answerId=250028495022#250028495022    Steps 1), 2) and 3) worked but step 4) didn't work for me and I could not find

"BootCamp-091-07726\BootCamp\Drivers\Apple."

However I did find in "C:\Users\username\AppData\Local\Temp\bootcamp-unpack_jiheuf"

a file "BootCampESD.pkg"  So I used 7-Zip on this file to open the archive and went to

.........\BootCampESD.pkg\Payload~\.\Library\ApplicationSupport\BootCamp\WindowsSupport.dmg\BootCamp\Drivers\Apple\ 

In the Apple folder you will find the file

"AppleWirelessMouse64.exe" copy or extract that file  to a location on your PC (desktop or

whatever) then run that file. After running the file the scrolling features worked and NO need to unpair and pair again. 

So scrolling works, I hope this is usefull.
