Apple TV Home screen icons

Most of the icons on my Apple TV home screen are “greyed out” leaving one icon highlighted at full brightness (Youtube) which would lead you to think this was the currently selected icon!

However moving the select position around the icons reveals that the currently selected icon (itv player) is slightly bigger but still remains “greyed out”

Is this a design feature or a bug?
