I’ve tried everything to turn on my location and I cannot. How do you turn it on?

I’ve tried everything to turn on my location and I cannot. How do you turn it on?

Go to Settings/Privacy/Location Services and turn on the Location Services switch.
You can then selectively enable it on an app-by-app basis.

I have already tried that and it still won’t turn on. I’ve tried everything I can think of.
Do you have a company MS Exchange email account, or a company or school management profile installed on your phone? And of these can disable location services.
