Holding Down Shift Works for Me:
Reset the SMC and NVRAM:
Changes occur, and sometimes your Mac needs to reset itself and get back to its default operations. It's probably just a corrupt file in the kernel of the keyboard settings. So Reset the SMC and the NVRAM. See if that works.

Didn't you used to have to hols the Shift key down when creating a line to make it Vertical or Horizontal?
I am trying to draw a straight line in excel and I have held down the shift key while I use the draw tool but it’s not working on the latest version of Excel. Any suggestions?

Which line tool are you using. Mine snaps to 45° angles with the shift key held. Version 16.16.16.
The spline tool does not.
