Migrating from old to new Mac Mini

Hi, I have two questions I hope someone can help me with.

1: I have a Mac Mini, bought in Canada. I am now in Germany and I want to buy a new 2018 Mac Mini. Is it possible to clone/migrate from one to the other, considering the different languages?

2: if the above is possible, what is better/easier, to use Migration Assistant or use an third-party program and clone the Mac? I use Time Machine, from an external drive.

Thanks for your help.

Mac mini, macOS 10.12

Using your Time Machine backup is the best and most reliable way to Migrate to a new Mac. Just connect your Time Machine backup to the new Mac Mini and Migrate from it during the initial setup.

Also note, that you will need a thunderbolt 3/USB-C to USB-A adapter if your backup drive is USB 2.0 or 3.0.
