Apple Music billing problem

Hi, I am trying to set up a payment method for my Apple Music however it is not working.

i previously lived in South Africa (so my Apple ID region is set for South Africa) yet I live in Paris, France now. I have tried to change my country of region in order to supply a payment method BUT I can’t do this until I have ‘spent all my apple funds in ITunes’. I attempted to do this and now have a balance of R5,60 etc. How do I change my country/region so that I too can enjoy Apple Music?
