I need to recover contacts from earlier used Apple ID

Do you have a computer that has your current contacts on it? If so, go to iCloud.com/Contacts using a computer browser, sign in with the old ID, and open the Contacts app. Select the top card and then while holding down the shift key, click the bottom contact. Click the gear at the bottom left and select Export as vCard. That should download the contacts, open the Contacts application, and allow you to import the contacts.

can you still sign in with that iCloud?

if yes, then yes.

Just sign in with that iCloud account, make sure you see the contacts.

Turn them off from the iCloud and keep a copy of them to the device.

Next sign out of that old account and in with the new.

Next make sure to turn on contacts and merg them to the new account t.

Changing your mobile number doesn't mean you have to change your Apple ID.

In order to get any contacts stored with the previous Apple ID, you'll need to log into icloud.com using the old Apple ID. If you've forgotten the password, start here:

I am not following you exactly but you very likely did not have to set up a new Apple ID account. It is much easier to just keep on using the old one. Transferring data between IDs is not easy and for some things not possible at all.
