After updating our iphone SE to IOS 13, iTunes will not play properly.
Most of the time when touching a song to play, it will not.
Almost always a song is on repeat when it was not selected to do so.
It is skipping around between playlists.
I have a backup with IOS 12. If I do a restore, will it restore with that version or are we stuck?

I did as you suggested and it, for the most part took care of the problem.
IOS iTunes is more stable now. We thought all was well, but one tune was set to repeat without our input.
We thought we may have to upgrade phones but in the meantime my wife is not complaining.

Downgrading to a previous iOS version is not supported. Have you tried to force close the iTunes app and/or restart your device?
Will IOS 12 backup restore it to iphone se from IOS 13
