Nobody but Apple will know - however, as Apple rarely (if at all) add features retrospectively to older devices, it is highly unlikely.
You should also consider that support for Apple Pencil (and therefore the Logitech Crayon that uses the same technology) is entirely dependent upon screen hardware features that are not present in the majority of older iPads - such as perhaps yours (you haven’t told us what you have, but I’m guessing on the basis of your question that this applies to you). In such cases, support for Pencil/Crayon cannot be added via a software/OS update.
Your only option might be to consider use of a third-party stylus - but these are largely dependent upon support being provided for specific third-party Apps by their respective developers.

That wouldn’t be up to Apple to do. That would be up to Logitech to do. The crayon is made by Logitech, not Apple.
