Notes app error 'changes that can't be uploaded'

I keep getting a blocking error message in the Notes app saying "You have changes that can't be uploaded. Changes you made to "..list' can't be uploaded because owner's iCloud storage is full. Your changes are saved on this device and will be uploaded once the owner creates space."

When i click ok the message will pop up again after a minute. This specific note has been deleted a while ago, I can't even locate it. And it does not concern my iCloud storage as there is enough space there.

Any advice how to solve this? Because currently I cannot use Notes app at all because of this blocking message.
