How to find the owner of Apple Watch?

My friend purchased a sofa from a thrift store. He discovered a Series3 IWatch. The watch has a ICloud account assigned to it. How do I locate the owner or can I assume ownership?

It's undoubtedly activation locked and will be useless to anyone other than the owner of the account it's set up with.

Turn it over to the police or take it back to the thrift store and ask them to contact the person who donated the couch.
