Thank you for using Apple Support Communities!

I understand from your post that you would like to disable voice dictation on your iPhone 11. While these steps are used to enable dictation, the same steps can be used to disable it as well:

Dictate text on iPhone - Apple Support

"Enable Dictation

Go to Settings > General > Keyboard.
Turn on Enable Dictation."
