How do I reactivate my App Store account?

My wife accidently deactivated my APP store and iTunes account when she cancelled a credit card on a charge she did not understand. Trying to get on but message appears "Account is disabled on APP store and iTunes". Have entered a new CC on file but my iPhone still shows the same message. How do I reactivate my APP Store account. (Have never used the iTunes.) Thank you.
