Changing details

Hello!

I would like to change my region of Apple ID from Netherlands to Poland.

But I can not do this bc it says that I have a store credit balance and I need to spend it, but I have only 0,64€

what shall I do with it?

contact iTunes Support and ask them to zero balance your account. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
