I tried to downgrade it always tells me I’m full or running out of space but when I look into it is not even half way used it’s been like this over a year and It makes no sense I been paying for nothing and it won’t let me downgrade

Check your storage under Settings --> General --> iPhone Storage.
Stuff like your apps and your local music library cannot be uploaded to iCloud.
Your option is to delete files / move them to another device or to get a new iPhone with more internal storage.
And you can downgrade your iCloud plan aswell at any time.

What is not halfway used, and what do you mean about paying for something? Apple also does not provide a path for downgrading anything.
How much iCloud storage plan are you paying for? 200GB? 50GB?
What iphone model / capacity are you using?
Can you take a screenshot of your iPhone Storage? (Settings>General>Iphone Storage?) and post it here?

Is this error that you are seeing that iCloud is full, or is it that the iPhone is full. Those are two different things. After you check that, what is telling you that you cannot downgrade your cloud storage?
