I’m unable to delete my apps. The x never appears when I tap and hold the app. The apps a wiggle but no “x”s appear

I am unable to delete my apps. The x never appears in the corner of my apps. The apps wiggle but I cannot delete them. What do I do to delete them on my iPhone X?
