Inaccurate activity on screen time

I put a 1 minute limit on a website, theguardianherd.com, on my son’s iPad using the family sharing screen time function. I did this on Sunday, on Tuesday and Wednesday screen time is showing time spent on the website. The site is not showing up on his browser history in safari. His safari screen time report showed the same amount of time as the limited website. It seems like every minute safari was open it registered as time on that website even though he did not visit the site. The time limit function seems to be working properly. When I tried to open the site on his iPad it blocked the page.

My son is anything but tech savvy, I doubt he circumventing screen time in some way. Does anyone know what might be going on here?
