FWIW, I don't believe there is a way. You can change the default format but as far as I know, not the resolution.
In what app is "Tools ➙ Adjust Size" in?
I had an Automator workflow that used some AppleScript to scale down image files by percentage in Mojave but they don't work in Catalina. I've had to go to an app called Super Resize, a free app from the App Store, that will resize by percentage or various other options. It's a bit more effort that the Automator workflow I had in Mojave but works well.
I used Preview's Tools > Adjust Size to change the PPI of this screenshot from 144 to 72:
All I did was double-click "144" and type "72."
Doing that without changing the pixel dimensions is like resizing the image by 50% which I do.
Using the app I use is much quicker than with Preview as the settings can be set and ignored for future resizings with the same result as reetting the PPI to 72.

I believe the OP is referring to Preview.

I believe the user want the default to be 72 instead of 144. :)
