iPhoto on Windows
Can I view all of my photos through an external hard drive on Windows in iPhoto?
Can I also still use iCloud using another album, and transfer those photos to the hard drive album?

There are no Windows versions of iPhoto or Photos for Mac.
iCloud for Windows should allow you to download images that are in your iCloud Photo Library to local storage.
