I get this message when deleting a photo:

Your icloud storage is full. The photo will be deleted immediately. You will not be able to recover it from Recently Deleted

My iPhone 11 stats are:

iCloud 9.6 GB of 50

iPhone Capacity 128 GB

Available 72 GB

There are some older threads about this but I don't see a clear answer.

Storage Yesterday a message popped up on my phone about me not having enough storage, then my iphone 11pro suddenly turned off and took approximately 20 minutes to turn on again. When it turned on I only had/now have 500 photos and videos, I used to have around 3000. In the camera roll it says it is restoring my photos from icloud but it has been saying that since yesterday night and none of my photos have returned.

The issue seems to have been solved by the 13.2.3 update.
