How do I adjust the touch sensitivity on my iPad Pro 3rd generation.

You can’t, per se, in iOS, but you CAN adjust touch response times in the Settings app under Accessibility settings under Touch accommodations and maybe under Assistive Touch.
Also, Apple Pencil compatible apps may have some pressure sensitivity settings, in the app/s own settings for Pencil pressure settings.
