How can I use my Apple Reminders app on my iPhone use on my Windows PC without site icloud.com
You can't without using iCloud, specifically iCloud for Windows.
Alternatively, if you sync Reminders to iCloud on your phone you can log in to https://icloud.com using your Apple ID and you can access Reminders and most other built-in iPhone apps that sync to iCloud.
