How do I track my IPhone when it’s been turned off?

You don't. The only way to use Find My iPhone is for Find My iPhone to be activated, the device powered on, and for it to have an active connection to the internet. Without any part of that not working, you cannot track the device.

You don't. Off means "OFF" meaning that nothing on the phone will work.
