How can I have the apps/icons appear consistently on all my apple devices? If I add an app on one I would like it to appear on all (and in the same order). It seems I used to be able to manage the order of icons easily on iTunes (move from screen to screen, etc) from my PC but I cant figure that out. Then I would love it if whatever I set could then could then synch across devices easily.

There is an option for this on Apple TV HD/TV 4K, but not for other devices. If you want that consistency then you'll have to do it manually. If you enable automatic downloads of apps then newly added apps will install to all devices in the first available position.
