Thank U so much for replying. Am new to posting here so had a heck of a time trying to find it. Didn’t want to leave it hanging. Your answer was helpful as on the right track. I ended up going through Apple Support Chat. Took a couple 2-3 days and having to speak with a few different employees. But in the end it is all good now! I had to update my iTunes to the latest version, luckily I had backed up both in iTunes and the iCloud before I started the update. First chose update. But same result so next chose restore. Then chose restore iCloud back up. But I forgot the most important thing ... getting out of the white screen. Held down home and power same time.... but first chat person said until u see Apple logo. So did not work and she suggested I take it to Best Buy repair. I was not going to do that so got the new iPad Air. Next day chatted with a different person about setting up and he said do u still have ur old iPad Air you called about yesterday? I told him yes, he said I think we can fix it. And so the key to resolving my issue was to keep holding the home and power buttons after the Apple logo show and until the restore option shows. I could then begin the process. First connected to iTunes and chose update.....did same thing. So then chose restore to factory and after that in set up chose restore back up. What was so cool is, I was afraid of restore to factory by thought my iPad would go back to iOS 8 and so how could I update to 13.1? If I was having such a hard time updating from 10.3.3. But awesome Apple when restoring your device does install the latest update u can run. So I now have iOS 13. Now I am trying to update my iPhone 6s Plus. Thinking may have to do same thing. But at least I know how now.
