I am not getting my 6 digit code on my iWatch

Trying to pair new iphone 11 to iWatch. After "start pairing" i'm using manual set up because camera hovering over face of iWatch is not working. I get the "device name" and choose that device on iPHone 11 but then I'm told to wait for a 6-digit code. I'm not getting a code. I have already "reset" my watch and "erased all data/settings" so it is ready for pairing to new iPHone.

On the iPhone: settings>tap your profile name on top then tap password & security> Get Verification code. This is what you see;

Write this number down,then enter it on the watch when it asks.
