hello , why i can't get the full installer os mojave direct on apple store ? im still using os el capitan . when im downloading the os mojave , the size file is only 22.0mb its should be a 6gb . why ?

If you get just the ~20MB stub, then run the stub installer which will download the rest of the macOS installer. Most likely the rest of the macOS installer will be stored on the root of the drive in a folder called something like "Install macOS Data" although there is a small chance it could download the rest of the installer within the "Install macOS Mojave" app in the Applications folder. macOS is very unpredictable when it comes to downloading macOS installers from the App Store.
If you want to create a bootable Mojave USB installer, then you may have problems if the stub installer stored the rest of the Mojave installer on the root of the drive. Recently I have been unable to create a working Mojave USB installer, although I have a work around which mimics recovery mode so I can install Mojave using a bootable USB drive. I can provide instructions if you are unable to create a working Mojave USB installer.

I see now that command line has been deprecated. I would try deleting the stub as described above and download again, go ahead a click the stub open—and it should continue the download of the full installer.

If no luck you can try from the terminal, copy and paste:
sudo softwareupdate --install "Install macOS Mojave.app"

Even with my alternate method you still must download the full Mojave installer since I extract a small file from the full ~6GB installer to use in my alternate method.
My alternate method is to "burn" the "BaseSystem.dmg" file (contained in the ~6GB portion of the Mojave installer download) to a USB drive. If you boot this USB drive it will act like booting into Recovery Mode. The hardest part is locating the "BaseSystem.dmg" file. This technique also works for High Sierra.
If the full ~6GB Mojave installer gets downloaded to your "Applications" folder, then you can right-click on the "Install macOS Mojave" app within the Applications folder and select "Show package contents". Navigate to "Contents/SharedSupport" where you should find the "BaseSystem.dmg" file. Copy this file to the Desktop.
If the ~6GB portion of the Mojave installer gets stored on the root of the drive in a folder called something like "Install macOS Data" (I don't recall the exact name, but it should be easy to spot). To access the root of the drive, click the "Go" menu in the Finder and select "Go to Folder...." and type "/" in the text field and click "Open". In the new Finder window you should be viewing the root of the drive and you should be able to see the folder containing the Mojave install data. Navigate the "Install macOS Data" folder to locate the "BaseSystem.dmg" file and copy it to your desktop.
Connect your USB stick and erase it as GUID partition and MacOS Extended (Journaled) using Disk Utility. Then use Etcher to "burn" the "BaseSystem.dmg" file to the USB drive. Use the "BaseSystem.dmg" file as the source for Etcher.
Now Option Boot the USB stick on the computer you want to install Mojave. I forget how the USB stick will appear on the Apple boot picker menu, but it will most likely be an orange icon and I believe it will be labeled as "Install macOS" or something similar.
Macs can be very picky about the USB stick used for booting so if you continue to have problems booting a USB installer, then try using another brand of USB stick.

The stub is more of a place holder. If this is what you have delete the stub and empty the trash.
From Applications/Utilities/Terminal.app run this command, copy and paste:

sudo softwareupdate --clear-catalog
Now open the App Store and attempt the download again —
If you want to make a bootableUSB, if the full installer launches itself automatically after the download is complete, simply quit it like an other app. and proceed. How to create a bootable installer for macOS - Apple Support
There it will sit quietly in your Applications folder.
