Wifi dies, error in System Prefs

Hello - recently my MacBook Air has been failing to connect to known wifi networks. The wifi icon appears in the menu bar but can't be interacted with. Attempting to manage the connection via Network in System Preferences returns a strange set of errors and the Turn Wifi On button doesn't work there, either. Please see the video linked below.

Often, but not always, a shut down and then restart cures the issue. Hardware problem? Catalina bug? Thanks for any help!

Either one is possible, but reinstalling macOS is justified. An essential component is either missing or corrupted.
