When you are going to adjust the Noice Control settings on your AirPods Pro following these steps: AirPods Pro Active Noise Cancellation and Transparency mode - Apple Support, is the issue that you are unable to tap Noice Cancelation or Transparency options? Or, does the option select successfully, however, you feel the external noises are not being canceled out?
If the issue is that the noise does not seem to be canceling out when the setting is active, please make sure you have the best ear tip size in use, and run an Ear Tip Fit Test, which will help ensure you experience better noise cancelation: Choose your AirPods Pro ear tips and use the Ear Tip Fit Test - Apple Support.
If the issue is that you are unable to select other options other than Off, resetting your AirPods was a good step to take: Reset your AirPods - Apple Support. Be sure to also restart your iPhone: Restart your iPhone, iPad, or iPod touch - Apple Support, and make sure your iOS is fully up to date: Update your iPhone, iPad, or iPod touch - Apple Support.

I have the same problem. ANC stopped working suddenly. I have model number a2084 on firmware 2c54. I got these earbuds specifically for the ANC and now that it doesn’t work, they are useless
