i can’t share with my photos on social media because they like don’t upload? i don’t know what to do. maybe it’s connected somehow with icloud. and it has exclamation mark on the picture

Photos to iCloud Hello so I recently uploaded my photos to the cloud because my phone didn’t have enough storage, however, now I’m not able to upload any of the photos to Instagram or any other social media or apps. In the bottom right hand corner of the photos it has a little exclamation point inside of a circle. When I try to upload it’s just a loading symbol that comes up or it won’t even do anything! photo could not be downloaded My husband and I share photos. I tried to download some of these shared photos from icloud and get the following message: "Photos could not be downloaded. Photos could not be downloaded at this time due to an error. Please try again later." I can still download the non-shared photos. Does anyone have any ideas? TIA.
