Hi! I have question about shopping in Apple Store in Dubai. I am going to buy iphone in Dubai in January but i heard about block FaceTime on devices from UAE. Is it true? And can I use FaceTime after turn back to Russia?

No. It doesn't matter if you change the region. FaceTime will be disabled on all iPhones legally sold in UAE regardless of where they are used.
If FaceTime is important to you, do NOT buy a phone in the Middle East.
Yes it's true.
Facetime will not be available on any iPhone that is sold legally in UAE.
But if I change region and etc.?
The FaceTime restriction will remain, even when used outside UAE.
