Please Contact iTunes Support...

Hello! I'm trying to set up my iTunes account and when i go to download an app, I'm getting the message, "Please contact iTunes support to complete this transaction." I can't get past it

Cant download app. it says "This Apple ID has not yet been used in the iTunes Store". I tried everything. I verify my email. I log out and in. I tried to buy in iTunes store.
