My iPad mini is locked out and it says to connect to itunes but i do that and it won't let it bring it up because it is locked. How can i restore it or unlock it??

I cannot unlock my ipad mini and it won't let me restore it. I have no idea what to do.

Mini Ipad is disabled and I have to connect with iTunes. My Ipad is disabled and it says on the screen that I have to connect to iTunes.
