Can't access my Apple ID recovery number?

Hello,

I have a problem singing in into an Apple ID. It says that my Apple ID is locked for security reasons, i understand that and it says to recover with my phone number, it is also my number there but it doesn't accept it. How is it possible to recover it with my e-mail or anything else?
