I suspect on a phone that old, it could be a battery issue. Make a Genius Bar appointment at the nearest Apple Store and have it examined by Apple.
The iPhone is designed to charge when the iPhone is on. If you turn it off and plug it in to charge, it will turn back on. The support document I provided is Apple's troubleshooting steps for charging. If that does not work, then make a Genius Bar appointment at the nearest Apple store.
The iPhone 6s was released in 2015, making it 4+ years old.

my guess the problem has something with the message “accessory is not recognized if phone not open- phone cod entered
Is there an option to state “charge or not charge” if phone not open or open
It charge when phone is on
it do not charge when it is off
Charge slowly
