CAN I UPGRADE MODEL 1396 TO IOS 11

i have ipad 2 model 1396 version 9.3. can i upgrade to ios 11 or later ?

The iPad 2 can not be upgraded beyond iOS 9.3.5 or 9.3.6 for cellular models.

No. You would need to buy a new, current-gen iPad for that.
