How do I print custom size photos from photos? Create collages?

Print your own photos in Photos on Mac - Apple Support

Note the little preview that says custom.

That said, it is not very flexible. You cannot create collages in Photos. You can use Pages or Keynote, or a third party editor like PhotoShop Elements.
