iPad could not be activated
My iPad is showing message "your iPad could not be activated because the activation server is temporarily unavailable. "

As the Activation Server is not available, the message would no doubt have suggested that you try again later. Apple services do occasionally go offline - but are usually restored quite quickly.
The Apple Service Status page doesn’t currently show any issues:

I suggest you attempt activation again in an hour or so.
