My Dad has forgotten email login and security question answers.

My dad has gotten a new iphone 7 (upgrading from an iphone4). He is locked out of the email that he used to set up his iphone4. Both the telephone number, email, and security questions ARE NOT AVAILABLE. Does he need access to the old information in order to set up the new iphone (if we created him a new apple id and new email account?

You don't need to access the old information to set up the new phone. Do not restore a backup the old phone because that will require the old ID and password.
