It looks like you want to buy a song from the iTunes Store to sync to an iPod device that doesn't support Apple Music. Is that right?
If so, make sure to follow these steps from Add and download music from Apple Music or the iTunes Store:

If you don't subscribe to Apple Music or want to buy a song, you can purchase music from the iTunes Store. Follow the steps below for your device.
- On your iPhone, iPad, or iPod touch, open the iTunes Store app, tap Music, find music, then tap the price to buy it.
- On your Mac, open the Music app, click iTunes Store in the sidebar, find music, then click the Buy price.
- On your PC, open iTunes for Windows, choose Music from the pop-up menu, then click Store in the navigation bar. Find music, then click the Buy price.
After you tap or click Buy, you might be prompted to sign in with your Apple ID to complete the purchase."
Additionally, you can download songs from Apple Music or iTunes Store for offline play on your devices using Apple Music:
"Download music to your device
You can download music that you added from the Apple Music catalog or purchased from the iTunes Store to your device so you can listen to it offline.
Just find the song, album, or playlist that you want to download to your device, then tap or click . On your iPhone, iPad, or iPod touch, when you download an entire album or playlist, changes to DOWNLOADED when the download is complete."
