I can’t set up visual voicemail, I follow all steps on the Apple page but no luck

Visual Voice Mail is Carrier Specific feature...

Contact your Carrier (Cellular Service Provider) The agency who issued the SIM to you whether they support VoiceMail and Visual Voice Mail
