I am not able to download the new security update 2019-007 I get a timeout message

Try it in Safe Mode...
Safe Boot from the HD, (holding Shift key down at startup), does the problem occur in Safe Mode?
Have you looked in the Downloads folder?
I have a big issue with 2019-007, over the last 3 days the update is failing to install and stopping the machines from booting into the login window. I have restarted the device in safe mode but no joy. The devices are running 10.13.6. Has anyone got any ideas?
I have it in safe modem and when I open up the App Store, is says cannot connect to the App Store. Internet is working
I restarted the laptop without safe mode, now it’s says I do not have a update available
Do you have a Time Machine backup to Restore to/from?
its happening on 250 machines so not really !

In my estimation YES, it seems to be happening to more & more people as time goes on & is likely due to Apple pushing out changes far too fast with far too little testing. :(
