If I understand correctly, there are too many devices associated with the Apple ID. I would recommend you use this article to remove unnecessary associated devices.

I try and Download music to my iPhone and it tells me I have to remove old devices from my iCloud when I pull it up it only shows me three devices that I use every day I should be able to download music without any problem.why can’t I...??
