Does the turbo feature on a late 2014 1.4 ghz processor have any settings or does it come on only when needed?

The user has no control over it.
There is an Intel Power Gadget that you can install that monitors the CPU and shows the frequency that is active for the CPU & GPU. If it is accurate my 1.4Ghz Mac mini never runs at 1.4!
