Can you customize the touchbar to automatically be set to function keys instead of volume and brightness in windows 10 bootcamp?

I'm on windows 10 bootcamp and my touchbar is set to have the volume, brightness, etc automatically and i have to press fn to get the f1-f12 keys. Is there any way to change it so the f1-f12 are on automatically and i press fn to get the other controls?

MacBook Pro 15", macOS 10.14

See Use Windows keys on a Mac keyboard with Boot Camp - Apple Support for reference. The Touch Bar has a set of static functions in Windows.
