Mail app won't re-install

I upgraded to iOS 13.2 and my mail.app was then deleted. I upgraded yesterday to iOS 13.3 and the mail app remains un-installable.

I know to go to the app store, search for Mail, and click on the cloud-with-arrow icon. (See photo attached.) If I tap the cloud-with-arrow icon, I get a never-ending circle that rotates, but no download ever begins. I have tried this *many* times, restarted, etc. Also, in the Canadian App Store, the mail app has no stars and no reviews. Is this right?

Any one have any suggestions?

I signed out of the App Store, restarted, downloaded the version of mail for iOS 13.2 (which didn’t work as I’m on 13.3), deleted it, signed out and back in again, and downloaded the correct mail which works like a charm. Problem solved — but definitely a strange experience... (Thanks!)
